Each community’s Hazard Mitigation Plans must be updated every 5 years. TCRFC members’ prior Hazard Mitigation Plans expired in 2016. TCRFC has completed the 2017 update. The TCRFC Board selected the JSWA Team to prepare the 2017 Hazard Mitigation Plan Updates. The JSWA Team consists of Jeff Ward (JSW & Associates), Tetra Tech, and Halff Associates. TCRFC has worked with the JSWA Team to apply for hazard mitigation funding through FEMA’s Pre-Disaster Mitigation (PDM) Grant Program. All Plans have been approved and adopted by all participating communities. The State of Texas Department of Emergency Management (TDEM) should have sent a final letter to each community informing them their plan is formally approved. This letter from the State will also establish the next date by which the plan must be updated.

The TCRFC Hazard Mitigation Planning process was broken into three groups in accordance with the PDM Grant funding:
The table displays the participants under each planning group. All of the Groups were then separated into two smaller planning areas indicated by an A or B. The smaller planning areas enabled the Team to generate more focused planning efforts for the multiple TCRFC regions.
The process was divided into three planning meetings to help each community progress through the Hazard Mitigation Plan Update. The meetings and goals of each meeting are listed below:
- Organize Resources and Kick-off– Form a Steering Committee, review/amend mitigation goals and objectives, review mitigation actions, and identify critical facilities.
- Plan Refinement – Finalize the mitigation goals and objectives, presentation of the hazards analysis results, develop a process to rank the natural hazards for the participating counties and communities, and discussion regarding the community capabilities assessment work to date.
- Finalization– Final development and prioritization of mitigation actions, and plan finalization.
